The challenge

The rapid development of COVID-19 vaccines promised an end to the pandemic, but widespread adoption was critical. Mass mobilization on the scale required had not been done in generations; relying on existing networks risked excluding millions—threatening the nation’s economic recovery.
 
A leading healthcare retailer turned to Eve & Co to increase vaccine distribution in five U.S. cities with 31 low-adoption neighborhoods, several of which were outside its retail footprint.

The solution

Barriers to access, medical mistrust, and vaccine hesitancy hampered uptake in some communities.
 
Access couldn’t be addressed without first understanding the root causes. Eve & Co isolated key social determinants of health—such as insurance coverage, household income, and transportation availability—that were driving them. Using this data, we mapped gaps in our client’s retail presence, pinpointing communities where improved access would have the greatest impact on vaccine adoption.
 
To tackle mistrust and hesitancy, it was important to meet people where they were. We delivered a customized plan informed by deep community insight. We knew trusted messengers were critical, so we engaged respected local voices—family physicians to religious leaders—in open dialogues, and crafted tailored messaging to counter misinformation.
 
We also connected those community voices with the client’s internal teams, helping them better understand specific challenges and align solutions with corporate priorities. To build lasting relationships, we identified local resources and opportunities for ongoing collaboration.

The impact

Eve & Co’s data-driven, hyperlocal approach enabled the client to adjust its distribution strategy, resulting in a 14% increase in vaccination rates overall and expanding the client’s market share. The change in approach resulted in higher uptake relative to population across Black, Hispanic, and Native American communities, who accounted for 34% of all in-store vaccination appointments, surpassing their baseline community representation by 12%. Our efforts fostered long-term partnerships, and the goodwill generated opened doors for future initiatives.
