The American Rescue Plan Act of 2021 allocated $200M in federal funding to increase broadband access in Pennsylvania in areas with low rates of connectivity. To receive the subsidies, applicants were required to demonstrate that their projects would target communities with the most critical broadband needs. Stakeholder engagement played a pivotal role—applications were evaluated based on the level of local support and were required to detail community partnerships involved with project execution.

The solution

We began by conducting in-depth research and mapping analyses to identify areas with the greatest broadband needs. To support effective stakeholder engagement, we identified over 900 key stakeholders and developed tailored outreach guides, enabling our client to approach each conversation with local context and clarity.
 
These efforts empowered our client to engage key stakeholders directly, address concerns proactively, and establish partnerships with community-based organizations. As a result, they secured widespread community buy-in—evidenced by dozens of letters of support from residents and organizations—which significantly strengthened their funding application.
